Charles is President and CEO of North American Healthcare Management Services, founded in 1992. Charles is the current President of the National Association of Rural Health Clinics, and the President of the Illinois Rural Health Association. Charles is a long-time participant on the NARHC Policy Committee and NRHA Annual Policy Institutes. He provides educational sessions and webinars on billing and compliance to organizations across the United States.
Charles, David James, and Charles James, Sr. started North American in 1992. Charles and David have overseen development of all RHC, RCM, and EHR processes for North American. Charles has a Bachelor of Science and an MBA from Saint Louis University.
North American currently provides comprehensive RCM, EHR Hosting, RHC/FQHC compliance, RHC/FQHC Billing, 340B Management/Audit, Provider Enrollment and many other services to physicians, hospitals, RHCs, and FQHCs across the country. North American has established an ACO, specifically for RHCs and FQHCs.

Session #1: RHC Billing Overview - 10:15am - 12:15pm
This session will provide a RHC billing overview of the essential components of claim requirements and service reporting. We will look at providers, locations, bundling incident-to services, Non-RHC Services, patient co-insurance/deductible, and claim examples. Telehealth, specialists, multiple encounters, procedures in the clinic, and global billing periods in the RHC will also be discussed.

Session #2: Preventative Services Billing - 1:00pm - 2:00pm
This session will provide an overview of Medicare Preventive Services and how to properly report them on RHC claims. We will look at the scope of preventive services and the difference between Stand-Alone Encounters and Same-Day Eligible Encounters. Billing RHC preventive services at the same time as a clinical visit is rendered will be reviewed. Claim examples for Annual Wellness Visits, IPPE, Well-Woman Examinations, Tobacco Cessation, and Alcohol Screening will be discussed.

Session #3: Behavioral Health Services for RHC - 2:15pm - 3:15pm There have been changes to the definition of an RHC encounter specifically related to Behavioral Health. In addition, a CMS final rule expanding providers eligible general supervision and the Federal Omnibus Spending bill have significant impact on RHCs. This session will explore these changes and provide a timeline for their implementation.
